Winbourne Consulting was selected by the City of Cleveland to provide Project Management and Quality Assurance services for the upgrade of the City’s New World System (NWS) Police Records Management System. Winbourne Consulting is working closely with the City to coordinate project preparation, installation, configuration, data conversion, testing, training and other cut-over activities. The focus of the project is to ensure a seamless transition from the city’s current New World Systems (NWS) AS/400 mainframe based RMS (Records Management System) v5.2 to the new NWS MSP v9.0 client-server (Microsoft) based system. The project requires a high level of planning, communication and execution. As part of the migration process, Winbourne Consulting will coordinate personnel schedules, meetings, training sessions and resources to meet the final City of Cleveland approved project plan. Winbourne will also assist the City in the development of an effective change management program, execution of the project plan, implementation of thorough training program and cut over transition management to the new system.

Winbourne Consulting was recently selected, to provide additional support to Washington Metropolitan Area Transit Authority’s, Metro Transit Police Department in the implementation of their new CAD and Police Records Management Systems.
Winbourne Consulting will function as Principal Industry/Functional Area Specialist providing expertise in a number of diverse areas including:
Configure, monitor, and maintain access security for the CAD/RMS System.
Provide training to the Police Department on CAD/RMS to leverage system capabilities in support of police operations.
Work with MTPD on quality control, workflow operations, and database table changes within the CAD/RMS suite of applications.
Assist with the creation, enforcement and implementation of policies and procedures.
Coordinate and communicate with the assigned IT Support Technician on all system changes, direction and planned upgrades.
Coordinate and perform installation and testing of vendor software.
Winbourne Consulting Awarded Bid for Summit County Consolidated Dispatch Feasibility Study.
Winbourne Consulting was selected by Summit County and the City of Akron, OH to perform a Consolidated Dispatch Feasibility Study for the purpose of evaluating the financial and logistical feasibility of a regional, consolidated public safety emergency communications center.
As part of the comprehensive study, Winbourne will be: 1) performing a review and evaluation of the jurisdictions’ existing PSAP technical infrastructure and technology; 2) identifying system redundancies; 3) determining facility and space planning needs; 4) analyzing the feasibility of consolidating dispatching services; 5) identifying potential staffing issues and needs; 6) determining additional needs based on potential participating jurisdictions; 7) identifying available governance structures and the pros and cons to each; 8) and performing a detailed cost analysis.

Winbourne Consulting will be assisting the Washington Metropolitan Area Transit Authority (WMATA) in the following areas:
Provide Project Management Services including the coordination and scheduling of all tasks, milestones, dates, and resources required for the implementation of the CAD/RMS system.
Provide insight regarding the implementation and training for the new CAD/RMS systems.

Winbourne Consulting Awarded Bid to Assist Arlington County’s Public Safety Agencies in Assessing the Current Status of their Information Technology Infrastructure and in Developing a Strategic Plan for the county’s Public Safety Departments.
Winbourne Consulting has been awarded the bid to assist the Fairfax County, Virginia Public Safety Department with the Assessment of their Information Technology and to also assist in the development of a Strategy for New Technology.
Winbourne Consulting is assisting Fairfax County perform an analysis of its public safety information technology infrastructure, and develop an investment strategy for new technology. The process will include a comprehensive review of the county’s core public safety IT infrastructure, to include Computer Aided Dispatch, Mobile Dispatch, Police Records Management, Fire Records Management, and Emergency Medical Services Records Management. Additionally, Winbourne will also assess the county’s overall public safety IT architecture, and perform a feasibility analysis on upgrading or replacing the existing core public safety systems. Finally, Winbourne will assist the county in developing a strategy for the adoption of next Generation 9-1-1 technology, and assess the impact of NG9-1-1 on the operations and technology of the County’s Department of Public Safety Communications and the Department of Information Technology.
Winbourne Consulting Awarded Jakarta Indonesia Public Safety Master Plan Contract.
Winbourne Consulting in partnership with International Public Safety Technology has been awarded a contract by the Province of Jakarta, Indonesia to develop a 5-year Emergency Response and Public Safety Master Plan and provide technical and operational expertise. The Master Plan will identify traffic management and public safety (fire, police, civil defense, and EMS) communications and response technology, resources, facilities, and staffing requirements as the basis for implementing new systems, facilities and enhancing public safety response and planning in the Province.
City of Virginia Beach Integrated Public Safety Project.
The City of Virginia Beach awarded a contract to Winbourne Consulting to develop an Integrated Public Safety plan for the city’s public safety agencies including: the Police Department (VBPD), the Fire Department (VBFD), the Emergency Medical Services (EMS) Department, the Emergency Communications and Citizen Services (ECCS), and the Department and the Communications and Information Technology (ComIT).
