Idaho Sheriff’s Association Public Safety Technologies Summit
Winbourne Consulting was pleased to participate in a Public Safety Technologies Summit hosted by the State of Idaho’s Association of Counties, Bureau of Homeland Security and Sheriff’s Association. The Summit was held at the Grove Hotel in Boise on October 14-15. The conference was well attended by law enforcement officers, IT professionals and elected officials from across the State.
We were honored to deliver a presentation titled, Innovative Partnerships – Regional and National Examples of Managed Services and Financing for Public Safety Technology. Our presentation focused on the importance of developing strong strategic business objectives, aligning technology to those objectives, selecting and prioritizing technology projects and identifying innovative relationships with other public safety jurisdictions throughout the state. We also shared regional and national examples of successful approaches to managed services and public safety technology financing.
Winbourne is pleased to announce the Albany/Dougherty, GA successful cutover to the new SunGard CAD/Mobile system.
Winbourne Consulting assisted the City of Albany/Dougherty County, Georgia in their successful cutover to a new CAD/Mobile/AVL system in October 2014. The transition to the RMS, FBR and Jail system will occur in the next few months.
The City of Albany and Dougherty County, Georgia agencies includes: the City of Albany Police, Fire, EMS, 9-1-1/PSAP, Code Enforcement and IT; and the Dougherty County Sheriff’s Office and Police Department
The primary focus has been a complete replacement off their CAD, Mobile, AVL, RMS, Field Based Report, Jail and Business Intelligence systems with a single integrated COTS solution.

Winbourne Consulting was engaged by the City of Charlotte’s Architect to develop the technology design of their new Joint Communication Center. This 80,000 square foot plus center includes the ECC (Emergency Communications Center), the RTCC (Real Time Crime Center), the TMC (Traffic Management Center), the 311 Call Center and the EOC (Emergency Operations Center). The Design project began in 2013 and is expected to be completed by mid-2015, with occupation of the building in 2018.
Our responsibilities included working with the Project Architect through Program, Schematics, Design Details and Construction Documents. We lead the IT groups in the development of requirements and subsequent design and specification of their technology needs for the integration within the building design.

Winbourne Consulting staff attended the annual “911 Goes to Washington” convergence, standing side-by-side with other industry leaders to ensure that our legislators and policymakers on Capitol Hill understand the importance of NG9-1-1 and funding. “9-1-1 Goes to Washington” brings together hundreds of 9-1-1 professionals from around the country with policy leaders in our nation's capital to explore and discuss today's most pressing 9-1-1 and emergency communications issues. 9-1-1 Goes to Washington is the only event that facilitates dialogue between 011 professionals and elected and appointed officials. On the west coast, Winbourne Consulting’s was on hand to join the thousands of professionals who converged upon the Las Vegas Convention Center for the annual International Wireless Communications Expo (IWCE). This conference is a forum of growing importance and criticality for Public Safety.
This year proved to be a tremendous step forward for all things FirstNet related, carrying forward on the momentum generated at last year’s expo and taking them to a new level of priority and visibility. While the vendor community anxiously awaits the coming months and anticipated progress by the FirstNet team, support and early-adoption strategies were on display and discussed en masse during the various sessions, exhibit hall presentations and hallway discussions. Of the various highlights this year were live demonstrations over Band 14 by vendors for video, application integration capabilities for converged communications platforms, devices and technologies for first responder body monitoring and safety, and the capabilities of micro and pico cell offerings for metro areas. Winbourne Consulting was pleased to see so many industry providers come together to embrace the coming of the National Public Safety Broadband Network (NPSBN) in support of FirstNet, a supportive stance shown throughout the conference and in the weeks since.
We look forward to seeing deployment updates and early adoption case study briefs at next year’s expo, as the momentum is gaining and movement is underway towards realization of this network. Kudos to the staff of FirstNet and their tireless commitment to bring this “startup” to fruition!
Winbourne Consulting, LLC Participates in EENA (European Emergency Number Association) Annual Conference in Warsaw Poland.
Winbourne Consulting, LLC, an active European Emergency Number Association (EENA) member company, participated in the annual EENA conference in in Warsaw, Poland April 2-4 to support the internationalization of US-founded standards and PSAP operational models. With over 400 people in attendance, representing emergency services and public authorities, supplier organizations, research firms and telecom regulators from all over Europe, this year’s conference was the launching pad for the European Union’s NG1-1-2 initiative, having recently been defined as the go-forward path for the EU’s migration path to Next Generation emergency service communications, following the standards established in the US through the National Emergency Number Association (NENA) for NG9-1-1 through the i3 framework.
Jeff Winbourne, CEO of Winbourne Consulting, stated, “One of the great benefits of being an EENA member and participating the conference is to hear the great range of ideas, procedures and systems used in the European emergency dispatching centers. There are many practical and usable ideas that were discussed here that we can use with our clients worldwide.” He also commented that with the direct support of the European Commission in supporting NG1-1-2, the possibility of implementing NG1-1-2 can be accelerated among the EU member nations.
