Winbourne Consulting will be assisting San Mateo County, California in performing a CAD Gap Analysis. The CAD Gap Analysis includes assisting San Mateo County in an analysis of their current system versus other CAD systems including: 1) review of the existing functionality, performance, programming capability and maintenance of the existing CAD system; features, functionality, capability, local control mechanisms and customization of current market CAD systems; 2) provide a report of what functionality would be lost, lost and gained (i.e. gap analysis), and what new functionality would be gained when the replacement occurs; 2) generate the estimated procurement costs (range) of a fault tolerant, multi-jurisdictional, multi-class CAD and general requirements of the County’s consolidated Emergency 911 Dispatch Center.

FirstNetME Senior Consultant Lisa Madden Attends NENA Annual Conference. FirstNetME Senior Consultant and Winbourne Director of NG9-1-1 and FirstNet, Lisa Madden attended the National Emergency Number Association (NENA) Annual Conference & Expo in Denver, from June 27 to July 2, as FirstNetME's representative. The conference provides comprehensive full-day and multi-day courses on public safety, opportunities to network with peers in the public safety community, and an Expo Hall showcasing public safety-related products and services.
Winbourne Consulting developed the technology design for the Hennepin County, Minnesota 911 Center. Winbourne Consulting supported the technology design for the new Hennepin County Sheriff’s Office 911 Emergency Communications Facility. This facility houses the Sherriff’s 911 dispatch center as well as Radio Communications Support group. The facility is almost $50,000 sq ft, with a budget of $34M. Hennepin County covers about 600 sq. mi. and has a population of 1.2M with its county seat in Minneapolis. Dispatch operations in the new center began in December 2014. The new facility offers dispatch services for 37 communities, including 23 law enforcement agencies and 21 fire agencies. Dispatchers handled more than 600,000 911 calls.
Winbourne Consulting was awarded a contract to provide assistance to the Las Vegas Metro Police Department in the selection of the best solution for new NG9-1-1 CPE equipment that addresses the Department’s unique needs. Las Vegas Metro Police Department has responsibility for one of the top 5 call centers in the country by call volume, handling over 3 million 9-1-1 calls annually. After receiving over half a dozen responses to their recent RFP for NG9-1-1 CPE equipment, the staff of Metro reached out to Winbourne Consulting. Winbourne Consulting quickly assembled a highly skilled team consisting of a Project Manager with historical knowledge of the LVMPD center and an NG9-1-1 Subject Matter Expert (SME) to begin the evaluation. Since March, Winbourne Consulting has been gaining a strong understanding of Metro’s Communications Center operations, has reviewed the RFP and the associated responses, and has been advising the Metro evaluation team on viable options that align with the department’s requirements. Winbourne Consulting will continue to assist Metro with this project through selection of the solution and contract negotiations with the selected CPE partner. It is planned that we will assist in the implementation of the chosen solution as well, to help ensure the continued safety of Las Vegas’ millions of citizens and visitors.
Winbourne Consulting has been awarded a contract to provide Fairfax County, VA with Information Technology Staff Augmentation services for various County Departments including Fairfax County Public Schools (FCPS). This award is for Winbourne to provide the County with various IT Staff Expertise and Subject Matter Experts to augment their current staff, on an as needed basis and as requested by the County. Award categories include Systems Analysts, Systems Engineers, Project management Specialists, General Management Analysts, and others. Winbourne has provided expertise in many of the software and hardware platforms in use by the County.
The Ada County Sheriff’s Office recently awarded Winbourne Consulting a contract to support the Office’s project management efforts in implementing TriTech Systems’ Record Management (RMS), Field Based Reporting (FBR) and Jail Management (JMS) application suite. This new suite of law enforcement applications will support law enforcement activities within the Ada County Sheriff’s Office and its partner jurisdictions including Boise Police, Meridian Police and Garden City Police Departments. This suite of applications replaces existing standalone systems that are at end of life and eliminates the need for multiple interfaces between disparate systems.
This project, coupled with Winbourne Consulting’s project management support to implement TriTech’s CAD / Mobile solution for Ada County law enforcement, fire and EMS; builds the framework for a fully integrated public safety solution to support the County’s service obligations to its citizens and visitors for years to come. The CAD/Mobile implementation is scheduled for the fourth quarter of 2015 and the RMS/FBR/JMS implementation is scheduled for the first quarter of 2016. Winbourne Consulting is also assisting the County and its partners in developing a governance model to support these technologies.
