The State of Connecticut’s Division of Statewide Emergency Telecommunications (DSET)The State of Connecticut’s Division of Statewide Emergency Telecommunications (DSET), and the state’s 107 primary Public Safety Answering Points (PSAPs) have recently completed the deployment of NG9-1-1 throughout the state. Winbourne Consulting assisted with implementation support. The system was successfully deployed as a fully interconnected system complete with statewide inter-agency call transfer capability, fault-tolerant routing and multi-tiered overflow provisions.

 

The NG9-1-1 system is Internet Protocol based and utilizes the Connecticut Public Safety Data Network (PSDN) to deliver 911 calls from the mated Call Handling Host sites to the 107 PSAPs. The new system provides the infrastructure to allow “Text to 9-1-1”, the ability to send images or video with a 9-1-1 call to a PSAP, and to call 9-1-1 directly via the Internet when telecommunication service providers make these features available to the public. Winbourne Consulting continues to be engaged in supporting this ongoing project.

Winbourne Consulting is working with the Jamaican Office of Utility Regulation (OUR).Winbourne Consulting is working with the Jamaican Office of Utility Regulation (OUR) to develop recommendations to providing enhanced emergency services in Jamaica. In addition to working closely with OUR, we will collaborate with the Jamaican Constabulary Service, Fire Brigade, Ministry of Science, Energy, and Technology, Office of Disaster Preparedness and Emergency Management, and other stakeholders to prepare options for emergency 911/112 calls to be received and managed.

Winbourne Consulting is pleased to announce a new Financial Analysis Service to Emergency Communication Centers (ECCs). This new offering has been designed to be utilized by all size centers - large metropolitan/urban ECCs, mid-sized and small centers. Winbourne has worked with several ECCs in the development of this service and the resulting analysis has resulted in significant financial benefit for every ECC with whom we have worked. The ECCs have benefited with significant budget improvements. In every instance, we have led our clients to recognize an increase in their sustainable revenue, and a decrease in their ongoing expenses. When performing the analysis Winbourne Consulting focuses on three (3) major areas: (1) Legislation – as it relates to 9-1-1 surcharges and 9-1-1 services charges; (2) Revenues – as it relates to 9-1-1 surcharge rates, collections and remittances; and (3) Expenses – as it relates to telecommunications and 9-1-1 service providers costs.

County of San MateoSan Mateo County, CA has contracted with Winbourne Consulting to complete a CAD-to-CAD Project. Tasks include a C2C Strategic Plan, Development of RFP Requirements, RFP Response Evaluation and Scoring; and Contract Negotiations.

California Department of JusticeWinbourne Consulting has been awarded a contract to assist the California DOJ to investigate the feasibility and costs associated with implementing a Statewide IBR system. The project will consist of 2 phases:

  • Phase 1, develop and implement a NIBRS-compliant DOJ repository (i.e. Statewide IBR system) and transition the 42 NCS-X sample agencies
  • Phase 2, transition approximately 700 remaining California reporting agencies (i.e. California LEAs) to the new DOJ repository.

This project is part of the national effort to transition from summary based UCR crime reporting to incident based crime reporting (IBR). States are expected to convert to an IBR system by 2021.

Winbourne Consulting was selected by Seminole County, FL to provide Program Management and Subject Matter expertise in the replacement of the Fire Department’s legacy Dispatch Now CAD system with a CAD system that supports the current and future operational needs of the Seminole County Fire Department and its partner cities. The project includes the development of a Needs Assessment, Functional and Technical Requirements, Scope Development, RFP Publication, Evaluation Support, and CAD System Implementation services for an interfaced/integrated Fire CAD replacement system.

Winbourne Consulting has been assisting the City of Chula Vista Police Department with achieving a major milestone in its implementation of a new CAD/Mobile system. The Police Department went live on Motorola's PremierOne CAD/Mobile on July 18, 2017.

Winbourne Consulting has been assisting the City of Waco, Texas to complete a Body Worn Camera System project. Our tasks have included:

  • Assisting the city with BWC system best practices
  • Development of a Waco PD BWC System Strategic Plan
  • Defining the City of Waco BWC system goals and objectives
  • Identifying Waco PD BWC System policy and procedures
  • Performing a BWC System staffing analysis
  • Identifying the City of Waco’s BWC System Total Cost of Ownership
  • Development of a BWC System RFP’s Technical and Operational requirements

 

As a result of the completion of that study, the City of Waco published the BWC RFP and Winbourne Consulting will assist the City of Waco with the next phase of the project which steps include:

  • RFP Evaluation and Scoring Process
  • Formation of Committee and SME Sub-team Workshops for Proposal Evaluation
  • Development of the Scripted Demonstration Process and Scenarios
  • Scripted Demonstration Process
  • Contract Negotiations

Winbourne Consulting participated in the Smart Cities Conference in Hanoi, Vietnam June 21-22, 2017. The conference was sponsored by the US Trade & Development Agency (USTDA) and the US Commercial Service (USCS). The conference speakers and workshops covered a wide variety of smart city topics including transportation, civil services, and emergency communications. Representatives from major cities participated to include Danang, Ho Chi Minh City, Hanoi, and the Ministry of Information and Communications. Vietnamese delegates made presentations on their city’s smart city priorities, projects, and initiatives.

Winbourne Consulting LLC was awarded a contract by the City of Virginia Beach, Virginia (City) Information Technology Department to develop a Plan, Approach, Schedule, and Scripted Scenarios for the City’s Body Worn Camera (BWC) Project.

 

Winbourne will provide the project management support for the evaluation of BWC systems to determine which product is most advantageous to, and best meets the City’s goals, objectives, requirements, and strategic plan for their BWC project.

 

The Winbourne team will provide project support in the following areas:

  • BWC project stakeholder engagement and priorities management
  • Scripted demonstration scenarios, demo logistics and planning
  • BWC product vendor demonstration plan, scheduling and scoring process
  • Test results reporting and facilitation or workgroup deliberations.

On April 12th, Winbourne Consulting participated in a workshop in Ho Chi Minh City Vietnam. The US Commercial Service (USCS) organized the workshop attended by nearly 50 people. Avaya, Motorola and Winbourne Consulting were sponsors and each firm made presentations to the workshop. The workshop discussed options for implementing a single emergency telephone number in Ho Chi Minh City and to integrate the City’s emergency communications centers. Among the attendees were agency representatives from the People Committee, Department of Information and Communications, Disaster Control and Search, Transportation, Firefighting Police, Public Security, and Health departments. Also, Vietnam Post and Telecommunications (VNPT) a major communications carrier in Vietnam attended.

Topics of interest included: FirstNet state plans and opt-out options for States. Lisa Madden, Vice President for NG9-1-1, Broadband Networks, and FirstNet attended a session discussing the need for the interoperability of NG911 and FirstNet to ensure that our nation’s first responders have access to the valuable data that citizens can provide via an IP-based 911 network. She also participated in a Town Hall as a representative of ICERT, of the NG911NOW Coalition, which discussed the industry’s perspective on challenges that have impeded the deployment of NG911 across the country.

City of DenverDenver CAD to CAD Interoperability Design. Winbourne Consulting was selected by the City and County of Denver to perform a detailed Computer Aided Dispatch Integration Feasibility Study and Analysis. The purpose of the project is to determine the feasibility of, and ultimately develop a CAD to CAD solution to link the 10 counties that comprise the North Central All Hazards Region of Colorado. The outputs of the study will include an inventory of related software and equipment, a system design, estimate cost estimates, governance models, and the development of a draft Request for Proposals.

Winbourne Consulting was recently awarded a contract to conduct an assessment of the Port of Virginia Police Command Center’s security management system. The assessment includes:

  • Evaluation of existing technologies used by command center dispatchers, first responders, police command staff, and other field personnel;
  • Documentation of operational and technical requirements for incident management and dispatch;
  • Delivery of technology solution recommendations for Command Center operations.

Winbourne Consulting is assisting the Port of Virginia by providing Project Management and Subject Matter Expert services in the replacement of their Security Management System. The project includes developing a feasibility analysis, requirements and business models, and the procurement, selection and implementation of a replacement system.

Winbourne Consulting is currently assisting Arlington County and the City of Alexandria, Virginia in the development of a shared 911 call processing solution to provide increased geo-diversity and cost-sharing opportunities among the jurisdictions. Winbourne is assisting in creating the necessary governance agreements, identifying operational issues, and managing the development of the functional requirements and subsequent procurement of the system.

Lisa Madden, Winbourne VP of NG911 and FirstNet, will be representing iCERT in a panel which will be focused on the efforts of the NG911 NOW Coalition to accelerate the deployment of NG911 across the country.

 

Winbourne Consulting is pleased to announce that Tom Maureau has been promoted to Vice President, Public Safety Systems Services. Tom has been a valued member of the Winbourne Consulting team for over 10 years. He is a retired law enforcements officer who possesses a unique combination of IT, Law enforcement, Fire Department, EMS and Emergency Management expertise developed over the course of his many year career as a Public Safety Officer and as a public safety consultant. During his law enforcement career Tom had a wide variety of positions and dealt with all facets of law enforcement. In addition to these operational positions, Tom also served as the Chief Information Officer for Public Safety. As part of his consulting career, he has successfully completed numerous projects working with state, city and county agencies; and information technology companies.

 

Mr. Maureau has an MBA in Technology Management and is a Certified Public Manager.
