Winbourne Consulting is pleased to announce that Senior Consultant Chris Robbins, PMP, recently completed the NENA ENP certification process and is now also certified as an ENP. Congratulations Chris!

 

Winbourne Consulting, LLC was awarded a subcontract by Homeland Security Solutions, Inc. for the US Marine Corps Civilian Law Enforcement Program Services or MCCLEP. The United States Marine Corps established the Marine Corps Civilian Law Enforcement Program (MCCLEP) to provide law enforcement and security support to 18 locations worldwide. The contract includes law enforcement, security, security support, information and database systems, and law enforcement training as part of a holistic and collaborative umbrella of support to the Marine Corps mission.

 

Jeff Winbourne, President, International Services for Winbourne Consulting, will be representing iCERT at the Kenya Emergency Communications Systems Reverse Trade Mission Conference, sponsored by the USTDA on May 14, 2019. Jeff will be a panelist on a roundtable on “Best Practices in Emergency Management”.

 

Winbourne Consulting was selected by the Huntington Beach Police Department (HBPD) to provide consulting services to assist in the procurement assessment and implementation services for computer-aided-dispatch (CAD), records management, and mobile software systems.

 

Winbourne is currently assisting HBPD in developing a detailed procurement process, which includes an evaluation process, vendor demonstrations, and negotiation points. We will also assist in providing project management and quality assurance in the system implementation phase of the project, to include system installation, configuration, testing, training and go-live and post-go live stabilization activities.

 

Winbourne Consulting is providing subject matter expertise to assist Dane County, WI Emergency Communications Center in conducting research and performing a comprehensive evaluation of the staffing levels of the Public Safety Communications Department (PSC) based on current workload and estimated workload in 0 to 5, 6 to 10 and 11 to 15 years. The analysis includes population growth, workload, consolidation potential, anticipated industry changes and technological changes and net out any changes when considering growth needs alongside labor saving mechanisms.

Winbourne Consulting attended the CAL NENA Conference held from March 10th – 13th. Winbourne Senior Consultant Tom Klaban gave 2 presentations during the conference. One was on “Essential Project Management Skills for PSAP Personnel” and the other was “CAD to CAD Best Practices for Successful Deployment”. Winbourne Consulting was selected by the Bay Area Rapid Transit Police Department (“BART PD”) to provide consulting services to assess and analyze the integration between their Enterprise Resource Planning (“ERP”), Police scheduling and rostering, Computer Aided Dispatch Systems. The goal of the project is to assess the optimal operational and technology integration of data from these systems, in order to maximize their usability and effectiveness.

 

On March 21, 2019 at 0025 hours the Norfolk Airport Police Department went live on their new system as the first call was entered into the CAD system. Winbourne Consulting provided assistance to the airport police department through the entire system acquisition process including Needs Assessment, RFP Development, Vendor Evaluation, Implementation and Go Live. The go live went extremely well, with no major issues. Checking in with the customer a week later, Captain Pete Slovensky stated “The new system is running well with no major problems; we could not be more pleased with the entire implementation”.

Winbourne Consulting recently presented the final report and briefing for the Development of Policy Recommendations on Enhanced Access to Emergency Services in Jamaica, for the Office of Utilities Regulation (OUR).

 

Winbourne’s report included key findings and organizational, operational and technology-related recommendations for enhancing emergency communications in Jamaica. In addition, the report detailed recommendations for legislative and regulatory changes needed to facilitate the implementation of the organizational, operational and technology-related recommendations.

 

Murrieta Police Department, CA was invited to apply for the FY 2019 NCS-X Implementation Assistance Program to support their efforts in obtaining a NIBRS ready Law Enforcement Records Management System. The grant was supplied by the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Statistics (BJS), in partnership with the Federal Bureau of Investigation’s (FBI) Criminal Justice Information Services (CJIS) Division. These entities are seeking applications for funding to support efforts of selected local law enforcement agencies (LEA) to report incident-based crime data to the FBI’s National Incident-Based Reporting System (NIBRS). Under this solicitation, funding will be provided to support the transition to incident-based reporting (IBR) among LE agencies selected for participation in the National Crime Statistics Exchange (NCS-X) that currently do not report IBR data to their state Uniform Crime Reporting (UCR) Program or the FBI’s NIBRS. This program furthers the Department’s mission to develop innovative strategies that support information sharing among sectors of the justice community.

 

Winbourne Consulting was hired to write the grant application for Murrieta Police Department. This project included researching the full aspects of the grant and ensuring that all qualifications needs were met and required information was documented. Winbourne coordinated with the selected Law RMS vendor on aspects of the grant. Completing the grant application required an understanding the requirements from the CA Department of Justice to implement and maintain a NIBRS compliant system.

 

Winbourne Consulting has been selected by the Springfield, Massachusetts Police Department to assist them in overseeing the department’s implementation of body-worn cameras. The services to be provided as part of obtaining a new Body Worn Camera System include: RFI/RFP development, contract negotiation, implementation, and continued trainings. The services provided will be a comprehensive approach to the coordination and administration of a Body Worn Camera system, including compliance verification processes and risk mitigation processes.

 

Winbourne Consulting was awarded a subcontract for the Ho Chi Minh City Reverse Trade Mission, which is sponsored by the US Trade & Development Agency. Winbourne Consulting will act as a subcontractor to the Business Council for International Understanding (BCIU). The RTM will bring a delegation from Ho Chi Min City Vietnam to the US to visit 911 centers, Emergency Operations Centers, and meet with US firms that produce emergency communications systems.

 

Winbourne’s VP of Business Development and Emerging Technologies, Lisa Madden attended the 911 Goes to Washington and continued the annual tradition of Valentine’s Day with 911 friends in DC.

Jeff and Andrew have served as the company’s leadership for nearly 20 years.

Huntington Beach, CA Computer Aided Dispatch Replacement Support. Winbourne is assisting Huntington Beach, CA with the selection of a state of the art Commercial Off The Shelf Computer Aided Dispatch (CAD) and CAD Mobile system. We are currently providing subject matter expertise and project management to all aspects of the jurisdiction’s Request for Proposal Development, vendor evaluation and contract negotiations processes.

 

Winbourne Consulting Attended the Recent NENA Standards and Best Practices Conference

The annual NENA Standards and Best Practices conference was held in Orlando, FL January 21 – 24, 2019. The overwhelming theme of this year’s conference was the NG9-1-1 PSAP (Next Generation 9-1-1 Public Safety Answering Point) standards being released later this year and how PSAPs need to prepare for the NG9-1-1 changes that will soon impact them.

The theme of the conference was “Unlocking the Next Generation” and dealt with topics from NG9-1-1 standards and operations, to social networking, non-traditional call centers, and lessons learned from early adopters. The conference participants unanimously agreed that NG911 is needed today. Several key issues were discussed, including the issue of PSAPs ability to stay current with today’s IoT (Internet of Things) technology and incorporating that technology into their systems. Another very important issue was the need for funding which is significant and required for NG911.

The issues that were raised and the discussions held will be covered in Winbourne’s February Newsletter.
