Winbourne Consulting is recognized as a leader in providing consulting and project management services to governments, multilateral development banks, and supporting international foreign aid programs worldwide. Our services have ranged from designing nation-wide solutions for emergency communications and emergency management to Smart City and e-government infrastructure solutions. Our goal is to provide each client practical, cost effective, long term solutions.

 

We have worked a diverse list of entities, providing these services to include the governments of Kurdistan/Iraq, Jamaica, Chile, Indonesia, India and Bulgaria. Since 2000, we have worked with nearly 20 countries outside the United States. In many of these projects, we supported organizations such as the World Bank, United Nations Developmental Programs (UNDP), United Nations Office for Project Services (UNOPS), US Trade & Development Agency (USTDA), and the US Agency for International Development (USAID), as examples.

 

Establishing a Vision, Assessing Current Capabilities, Designing New Solutions

Our clients have engaged us to assist them to define a future vision, document the current capabilities, and assess the gap between them. Defining this gap and the leveraging current capabilities provides us the basis to develop a future design that will enable the client to go forward in the implementation process.

 

The future design may require a host of new solutions have included nation-wide Next Generation emergency communications systems (NG911/112), national and regional emergency management Emergency Operations Centers and systems, Smart City broad band network and data management, and national emergency medical systems, operations and facilities. We have also worked on the legal and regulatory requirements for implementing modern emergency communications systems.

 

We recently provided Ho Chi Minh City, Vietnam with a future Integrated Emergency Communications System (IECS) solution that provided a key element for their Smart City initiative. Understanding your vision and strategy allows us to find solutions that can be leveraged across multiple initiatives, saving money and cutting implementation and planning time.

 

Developing Functional Requirements and Technical Specifications

After we have worked with our clients to define the future vision and the related conceptual design, we will prepare the developing functional requirements and technical specifications for the systems required for the solution. The specifications include a range of technologies such as Computer Aided Dispatch (CAD), Records Management Systems (RMS), 911 Call Handling Equipment (911CHE), Logging and Recording (L&R), radio communications, audio visual systems, NG911 network, core services and related elements, systems integration and others.

 

Governance, Preparing Operations Plans and Procedures

Before we define a technology solution, we work to understand and document how the government agencies provide their services. Based on this understanding, we can design a technology solution that can support operations. In the case of a new or “green field” design, we will prepare a Concept of Operations or CONOPS that will illustrate how the new solution will operate among multiple stakeholders.

 

Nearly all our projects include multiple stakeholders. Our approach is to encourage a “level playing field” among the stakeholders during the design and requirements stage of a project. Encouraging full participation of all stakeholders is a key element in a successful project.

 

Best Practices

Our project teams are composed of subject matter experts in emergency communications, emergency management, and Smart Cities operations, technology, facility and staffing. We incorporate our knowledge of industry best practices with each proposed solution.
