Winbourne Consulting attended the annual National NENA conference in mid-June in Nashville, TN. This year’s conference was a forum for many technology and operational discussions, with a special emphasis on location accuracy. The catch phrase “if Uber can find me, why can’t 9-1-1” was widely used to put the emphasis on the challenges with identifying a dispatchable address, especially in an urban and/or indoor location. Apple and RapidSOS announced a partnership to work toward a better outcome for the environments where traditional location determination methods have not been accurate, and this announcement, along with many relevant sessions, provided an opportunity to keep up-to-date on the many exciting developments in the public safety industry.
Winbourne Consulting was pleased to participate in the iCERT hosted reception for the NASNA (National Association for State 911 Administrators) attendees on the Saturday prior to NENA. The reception was a great opportunity for the state 911 administrators to speak informally with the nation’s leaders in 9-1-1.
On June 4, 2018, our team presented an actionable phased consolidation approach to the City of Poughkeepsie, NY with a public hearing attended by the City Mayor and the City Council. In November 2017, Winbourne Consulting began a feasibility study regarding potential consolidation of the City of Poughkeepsie NY and Dutchess County 9-1-1 centers. The presentation was televised to the citizens, and Winbourne Consulting responded to numerous questions from the Councilmembers, and then followed up with an addendum to the Final Findings and Recommendations Report reflecting the comments. This consolidation feasibility project was then officially deemed “complete”. Winbourne Consulting is performing a detailed operational and technical assessment of the Dakota Communications Center in Rosemount, MN. Winbourne will perform an Operational Efficiencies Assessment, to include evaluating current processes, procedures, policies, call volume, workload, QA practices, etc., against industry standards, and make recommendations for improvement with attention to industry standards. We will also assess the Center’s technology infrastructure and assist in developing a technology roadmap.
Durango and LaPlata County have hired Winbourne to develop a strategy for effective delivery of public safety services using the best combination of software and hardware technology, vendor relationships and staff resources. Winbourne will assess Durango's current technology architecture and operational strategic initiatives, and develop detailed gap analysis findings and recommendations.

City of Hanoi delegation meets with Winbourne Consulting. Based on the ongoing positive results from the Winbourne input into the City of Ho Chi Minh’s (Vietnam’s largest city) effort on how to upgrade their emergency communications as part of a smart city project, the City of Hanoi Vice Mayor and his technology and Smart City experts recently met with Winbourne Consulting. The Winbourne team reviewed the implementation and operations of public safety communications in large North American cities and lessons learned on other S. E Asian public safety communications projects. Hanoi recently has committed to deploying Smart City technologies in transportation and Public Safety in their region.

Winbourne Consulting attended the Louisiana NENA/APCO Symposium in Marksville, LA, April 16-18. Lisa Madden and Chris Robbins from Winbourne Consulting gave a presentation on “PSAP Call Center Efficiencies, Financial Analysis Findings and Recommendations”. The presentation was attended by between 45 and 50 attendees. There was significant interest generated based on the successful projects in which Winbourne Consulting has been involved. The projects’ goal were to identify missing 9-1-1 surcharge revenue and reducing expenses from the 9-1-1 service provider bills with the goal to positively impact a PSAP’s bottom line.

Julie Heimkes from Winbourne Consulting gave a presentation on “Improving PSAP Interoperability with CAD-to-CAD” at the Minnesota Public Safety Communications Conference held on April 23-25th. The conference is sponsored by the Minnesota Department of Public Safety Emergency Communication Networks (ECN). The ECN division is committed to protecting communicates through activities that promote and support prevention, preparedness, response, recovery, education and enforcement.
Ms Heimkes’s presentation included a report on the recent study that Winbourne did for the Metropolitan Emergency Services Board, which covers the PSAPs located within the Minneapolis/St. Paul area. The results of the study concluded that a regional CAD-to-CAD system would greatly benefit area PSAPs and all PSAPs surveyed were in support of the proposal.
The presentation was attended by between 30 to 40 attendees. As a group they were very interested in the benefits of a statewide system so all PSAPs in Minnesota could take advantage of a CAD-to-CAD system. In many areas of rural Minnesota, a CAD-to-CAD system would improve officer safety because quite often the back-up officer to a critical scene comes from another agency or jurisdiction.
Winbourne Consulting in its role as Program Manager assisted the City of Virginia Beach (CVB) in its successful transition to live operations on their new PremierOne™ CAD/Mobile system. The City’s dispatch center uses 32 workstations to support their customer agencies; Police, Fire, EMS and Sheriff. Simultaneously, these four agencies went live on the new mobile solution with 450 units deployed in total. The implementation also included 16 interfaces to other systems.
Winbourne Consulting provided Program Management and Subject Matter Support for the Integrated Public Safety (IPS) Project, which includes modernization of the City’s Public Safety application infrastructure: CAD, Mobile, Law Enforcement RMS, Field Based Reporting, Fire RMS, Integrated Workforce Management, e-Ticketing, and an Operational Data Store Data Warehouse. Additionally, Winbourne provided the City IT strategic planning, technical architecture, operational requirements and RFP solicitation development, procurement support, vendor contract negotiations, and implementation project management and business and system analytical support for all aspects of the IPS Project.
Winbourne Consulting has been contracted by Bellevue, Washington to provide consulting services to perform a Feasibility Study of body-worn and dashboard camera systems for the Bellevue Police Department (BPD). The intent of this study is to develop a solid basis of understanding regarding the financial, policy, and personnel impacts before deciding to move forward with possible implementation.
The Westminster, Colorado Police Department has selected Winbourne Consulting to assist them in the acquisition of a CAD/RMS system. The contract includes needs assessment, RFP development, evaluation and scoring process, and contract negotiations.

Tom Klaban from Winbourne Consulting gave a presentation on “Improving PSAP/Public Safety Operations via CAD to CAD/PSAP to PSAP Connectivity” at the annual CALNENA conference at the Hyatt Regency La Jolla, CA Thursday, March 1st.
The presentation was well received by the attendees who remarked that they had a much better understanding of all of the benefits that interoperability provides for the participating PSAPs. They learned that not only can PSAPs share incident information and resources, but they could have the ability to utilize all of the NG911 information available to PSAPs such as burglar and fire alarms, panic buttons, car telematics, smart phone information including medical and location, social media information, etc. The CAD-to-CAD integration could also be the first step to mitigating cyber-attacks because the interoperability software typically have the ability to provide a better view into malicious and abandoned calls, and identify potential network and server breaches.
