Mr. Reece has an extensive background in managing large, complex municipal-based projects. He has worked on numerous public safety business and technology planning and implementation projects. He has worked on customer service and citizen Contact Center-related projects in other industries, including health and emergency management, for more than ten years. He is experienced in developing strategic plans, budget reports, cost benefit analysis assessments, return on investment reports, staff assignment, and recurring maintenance of technology projects. He has performed strategic planning, business process design, business process improvement, and organizational design and realignment for all areas of municipal agencies and departments. His government operations experience includes financial and budget, technology and systems, and their impact on business process and organization structure. His experience includes serving as project manager for 9-1-1 and 3-1-1 projects in New York City, NY, Miami-Dade County, FL, Fairfax County, VA, Peoria, AZ, and Washington, DC, as well as designing national emergency response system for the Kingdom of Jordan, and the Kurdistan Region of Iraq. He is a certified Project Management Professional (PMP).
Mr. Kruml has extensive experience in IT management, including strategic planning, technology design and implementation as well as governance and organization and is a PMP (Project Management Professional). He has over 30 years of experience as a skilled IT leader and program manager for planning, procuring, designing and implementing information technology solutions across a variety of industries and applications. He is a former Chief Information Officer with wide ranging technology strategic planning and execution expertise. He has directed efforts related to critical facility design for a number of 911 Emergency Communications Centers and/or Emergency Operations Centers including Fairfax County VA, Raleigh N.C., Lexington S.C, Washington, DC, Metropolitan Boston Homeland Security Region (MBHSR), Philadelphia, PA and Kane County, IL. He has also led the Information Systems activities at several commercial organizations, including Digital Commerce Corporation, Patient Care and at Landmark Graphics (a Halliburton Company) where he had responsibility for IT strategy, planning, implementation and operations on a global basis.
Mr. Winbourne has worked on a large variety of public safety emergency communications systems, facility, and operations projects over the past 12 years. The technology projects include radio, telecommunications, Computer Aided Dispatch (CAD), Records Management Systems (RMS), Mobile Communications, and Automated Field Reporting (AFR). Mr. Winbourne has over 20 years of technical project management experience combined with 12 years of emergency response and management systems’ domain expertise. He has served as a project manager and as a law enforcement dispatch systems subject matter expert with the Washington, DC Metropolitan Police Department and Fire Department, New York City Police and Fire Departments, Boston, MA Police, Fire and EMS Departments, Philadelphia Fire and Police Departments, Metro-Dade Police, Fairfax County, Virginia, and Raleigh, NC 911 Communications, Police, and Fire Departments on various E-911 emergency communications projects. He has experience in developing national-level emergency communications systems and architectures. He is a certified Emergency Number Professional (ENP) and a certified Project Management Professional (PMP).

Ms. Madden joined Winbourne Consulting in February 2015 with nearly 20 years’ experience with E-9-1-1 and NG9-1-1 products, systems, and operations. She joined Winbourne Consulting from Intrado (now West Safety Services), where she was involved in New Market development, working with telematics and video relay service providers, and spent over eight years managing the NG911 opportunities for the Eastern US. Ms. Madden manages Winbourne Consulting’s NG9-1-1 and FirstNet business area providing business development and executive oversight for all our NG911 efforts. She is also directly involved in many of our key projects, such as Kentucky, Las Vegas, and Washington, DC NG9-1-1 initiatives. She is the 9-1-1 lead for the Maine FirstNet project and is actively involved in the NG911NOW Coalition, committed to the accelerated deployment of NG911. Ms. Madden is a certified Emergency Number Professional (ENP), and well as a longtime volunteer First Responder with the National Ski Patrol.
Mr. Maureau is a retired law enforcement Division Commander who possesses a unique combination of IT, Law Enforcement, Fire Department, EMS and Emergency Management expertise developed through numerous assignments over his 27-year Public Safety career and 10 years as a consultant. During his last 10 years of public safety service Mr. Maureau was responsible for a combined law enforcement and Fire/Rescue 9-1-1/Emergency Communications Center and also served as Chief Information Officer for Public Safety. His CIO role responsibilities included the procurement and implementation of numerous systems including CAD, GIS, Mobile, LRMS, FRMS, Crime Analysis, Business Intelligence, radio system and infrastructure/networks. Prior to his CIO role, Mr. Maureau had numerous law enforcement assignments in operations, management including executive management covering a wide variety of assignments including Criminal Investigations, SWAT, Narcotics/Organized Crime Drug Enforcement Task Force, Criminal Intelligence/Crime Analysis, Records Management, Property & Evidence, and Training.
Since 2007 Mr. Maureau has been a consultant to state, city and county public safety agencies as well as to information technology companies. In this role he has assisted numerous jurisdictions in the completion of a wide scope of projects. These jurisdictions range from the very large including New York, Los Angeles and Boston to agencies of a much smaller size.
Mr. Maureau has an MBA in Technology Management, is a Certified Public Manager and was a Florida Registered EMT/Paramedic.
